Transitional Housing

The Salvation Army Transitional Housing program is a true example of community collaboration in meeting human needs. The Salvation Army works with the Ecumenical Partnership for Housing, an interfaith group which has purchased and fixed up several houses in the area. They provide 11 apartments for family transitional housing in six buildings, known as the Luke, Ruth, James, Matthew, Martha and Jubilee homes. Cleaning and upkeep are provided by members of EPH, while The Salvation Army provides case management.

Churches participating in EPH include First United Methodist, Grace Lutheran, Resurrection Catholic, Union Congregational, St. Paul’s United Methodist, First Presbyterian, First United Presbyterian Church of De Pere, Calvary Lutheran, St. Phillip The Apostle Catholic, and St Agnes Catholic Church.

Transitional Housing Guidelines:
The following are the eligibility guidelines to be used in screening potential clients prior to making a referral to our program. Each client will be evaluated on a case by case basis. The following are guidelines, not restrictions. We evaluate each case individually as they are referred into our program.
Caseworkers/advocates are to make the initial referral
to the Transitional Housing Program.
 
  • TSA does not shelter anyone that has been non-compliant with other shelters.  
  • Intakes are between 8:00 a.m. - 4:30 p.m., Monday - Friday only. All prospective residents must agree to sign the house policies and procedures prior to entering the program.
  • Housing units are for families or single parent(s) with children.
  • Guardians must have LEGAL custody of the children residing with them.
  • The parent/guardian must have documented 50/50 placement of their child(ren).
  • Must be Section 8 (Housing Choice Voucher) eligible.
  • If a client has lived outside of Wisconsin, the client must submit a criminal background check from any state in which they had prior residency. (Please see us for instructions to obtain this document.)
  • Clients need to show previous successful attempts toward self-sufficiency. A referral by a caseworker is required to document successful attempts made by client.
  • Applicants must be employed or currently actively seeking a job and/or participating in educational activities.
  • Applicants will be assessed on intake based on prior criminal history.
  • Individuals with substance abuse history may need to participate in AODA therapy.
 
Program Objectives
Residents of the program work with their case manager to establish a personal strength based goal plan to include emphasis in the following areas:
  • Financial/Debt reduction
  • Housing Options
  • Educational and/or Vocational Attainment
  • Personal/Emotional Goals
  • Spirituality
Educational components of the program include:
 
  • Rent Smart
  • Nutrition Classes
  • Assertive Constructive Tactics (ACT)
  • Budget Counseling
  • Parenting
